Strengthening Shanghai's all-round competitiveness in the world The next five years are a critical period and a connecting link between the past and the future for the reform and opening to the outside world, and modernization, and also a period for accelerating and basically realizing the modernization. Globally speaking, Shanghai will establish four systems, namely, a new industrial system, a modern infrastructure system, a social projects system, and a city renovation system.
