Terminology Registries(TRs),usually with Terminology Services(TS),are crucial platforms for coconstructing and sharing various knowledge organization systems.Developing TRs and TS is a key step for NKOS to evolve from theory to proactical applications.By reviewing domestic and foreign existing terminology registries and terminology services as well as related research projects,this paper points out that there is a great gap between China and other countries on the research and applications of terminology registries and terminology services.It then proposes a SOA-based design for building terminology registries with terminology services,which includes four layers:Task Service Layer,Utility Service Layer,Component Layer and Data Layer.The design aims to support controlled vocabularies in a RDF-based semantic format and also to make vocabulary data available as linked data.Furthermore,this paper describes the key techniques for the implementation of this system,and some representative use cases are also presented.In future,a prototype system will be implemented with terminology service clients,and the clients can be integrated in digital library systems or cataloguing systems to provide terminology support for information retrieval or cataloguing.
