摘要

This paper describes the background,themes of the past forums,and the four consensuses reached during the China County Librarian Forum.The issues discussed during the forums closely match the political context and social environment of their time,and answer the questions that county-level libraries had.The paper also shows that the four consensuses involve three types of discourses:administrative appeals,appeals to legal system construction,and appeals to professional self-discipline.The historical significance of this forum is that it has placed county-level libraries into spectrum of academic research,and thus has altered the situation of county-level libraries being ignored for a long time.
