The studies and spread of “Library Rights” in the early 21st century

摘要

Before the 21 st century,it was almost a blank in the academic studies on library rights in China.It was since 2002 that this issue had been paid more attention by Chinese scholars and gradually formed a heated topic.Besides,the close cooperation and collaboration between the Secretariat of Library Society of China and specialists are the direct driving forces for the rapid development and spread of library rights.It is worth noting that the year 2005 is the year for the development of library rights in China.Additionally,the formulation of Code of Professional Ethics for Librarians in China by Library Society of China in 2002 marks the very beginning of organizational development and spread of library rights.Along with the progress of studies,library rights have even been integrated into college education.Furthermore,it is concluded that library rights enrich the basic theories of library science,perfect the explanation of social function and value of library,direct the practice of library’s return to serve the public,lay the foundation for people-oriented library service,enhance the social recognition about library,and sing out the herald to focus on basic cultural rights in public culture service system.
