摘要

Based on the practical experiences of Guangdong carbon emissions trading pilot,the key issues such as cap setting,allowance allocation,system defects,regulatory integration and MRV mechanisms were analyzed in this paper from the localization perspective. A number of solutions and policy recommendations were also proposed in this study in order to solve these barriers.
