用学术影响力评价学术论文——兼论关于学术传承效应和长期引用的两个新指标

摘要

Academic paper is an important expression form of scientific and technological researches,particularly the basic research achievements of natural science,while the research of its academic influence has always been concerned by scientific and technological circles.One important aspect of the research of academic influence is the relationship between subsequent academic papers and previously published papers,which has a great influence on academic innovation.At present,the academic influence of Chinese scientists was determine mainly based on the number of articles,journal it published in,and quote rate.While the problems the paper solved is relatively not so important.To accurately estimate the value of an achievement or an academic paper,we should firstly make clear whether its topic targets to important questions of its field,then to make clear whether its results do solve problems of its field.The original achievements are the source of academic influence.The present concept called "influence factor",which only takes citation relationship and citation times between academic papers into consideration,is in fact the surface reflection (or to say,incomplete reflection) of the academic influence of papers.Accurately evaluating the academic influence of an academic paper plays a significant role in stimulating the innovation potential of researchers,creating scientific innovation environment,and building and developing national innovation system.The evaluation activities in scientific research area depend on the sound and normative evaluation environment.And moreover,they depend on the evaluation methods adaptive to the characteristics of scientific research.The status quo and the issue about the research evaluation methods are reviewed and analyzed in this paper.Based on these analyses,this paper advanced the conceptions of academic inheritance.The academic and practical value of the academic inheritance relationship research on the evaluation of scientific research are analyzed.The inheritance and dissemination of academic achievements is the original intention and essence of academic papers.Based on the current situation that academic paper evaluation depends on the impact factor excessively,so this paper advocates the research of academic inheritance effect.There are a large number of "chain" pattern inheritance phenomenons of knowledge innovation and discipline development in the field of scientific research,that is,the academic inheritance and academic chain.The present paper illustrates the concept,features and existing form of academic inheritance effect and academic chain in detail with several specific examples.The present research deeply contributes to reflecting the academic value of scientific papers and accurately grasping the frontier of subject development.It also has essential theoretical in academic influence evaluation and academic innovation.Two new evaluation indices,the first index F1 and the second index F2,were introduced in consideration of current situation and deficiency of "SCI evaluation system".New evaluation indices based on long-term citation and academic inheritance.Reference period reflects the academic inheritance which can not be separated from long-term reference.These two relatively complemented evaluation indices can accurately reflect the academic influence and academic value of scientific research results.In summary,the research on academic inheritance and the two new evaluation indices can not only enhance the value of peer-review,but also avoid the defect of SCI evaluation which cited as the only consideration.On the other hand,the update and improvement of the scientific research evaluation system is realized,which is beneficial to the diversified development of the evaluation index.
