摘要

The evolution of the public services users＇ legal position has alwaysbeen accompanied to that of the corresponding sector and that of the PublicAdministration. In particular, it entered in the long process ofdevelopment that led to the birth of the so-called Result Administration, inwhich what is important is not only （＇and not so）formal observance of thelaw, as the actual pursuit and the actual achievement of certain specifictargets.
