Dear President Deb Peters,Distinguished members of NCSL Executive Committee,Ladies and gentlemen,Good afternoon.It is my great pleasure to attend the NCSL Summit again.I am always happy to be in LA,since I studied at UCLA for my master’s degree in the early 1980s.
