Since the Third Plenary Session of the 11th CPC Central Committee in 1978, China has established opening up as a basic national policy, pursued development with open doors, and made a great historical transition from being a largely closed society to one that is open to the world in all respects. As a result, opening up has become a marked feature of contemporary China. Opening up is China’s strategic choice, and not only will we keep our doors open to the world in the new era, but we will continue to open up more and more widely.
