Reform of China’s Planning Concepts Under the Background of Urban Shrinkage

摘要

There are currently more than 100 cities in China experiencing urban shrinkage.Compared with shrinking cities in Western developed countries,this shrinking phenomenon has its own characteristics,which poses a challenge to the existing increment-and effi ciency-oriented urban planning system.China’s urban planning can learn from the Western concepts of“smart shrinkage”and“urban renewal”,and shift from the pursuit of“incremental supremacy”to cherishing“small and beautiful”,from focusing on economic effi ciency to promoting social justice,from following technological rationality to focusing on value rationality,from unitary goal guidance to multiple goal balance,and from single government decision to multiple public participation.
