Needs analysis, as a commonly used technique of“identifying learners” needs for language teaching, has beenadopted hy many College English teachers. However, the pointthat needs to be made is that the learners needs may conflictwith the teacher's, which is confirmed by the survey studyconducted by the author. Based on Nunan's negotiation model,this paper explores means of balancing the conflict under learner-centered system, It is proposed that needs conflict can be easedup by negotiating learning activities, developing learners learning strategy, establishing rapport with students and improving the ability of organizing class.
