About the establishment of the public library law and the supporting researches

摘要

In November 2008,the preparation for the establishment of the Public Library Law was launched.The supporting researches led by the Library Society of China and the National Library of China involve11 research topics and provides the legislation with ideological,theoretical,academic and schematic assistance.One of the debated issues about the library legislation is whether to establish a 'law' or an 'act'.As to whether the Public Library Law should cover the National Library of China,the opinions in the library community are divided,and there is also disagreement on the implementation of the law.Librarians should adopt a positive,responsible and rational attitude to participate in and promote the legislative process.
