摘要

In the democratic and constitutional system the power of the word ofthe law originates from people＇s sovereignty. The legal paper, based on ademocratic mandate, must be clearly understandable by the addressee.When the virtuous communicative process breaks up, the democraticprocess, that is, its same foundation, comes to an end. The legislativeItalian texts are mainly incomprehensible and contorted. The bad quality oflegislation, deriving from many social and cultural factors, has provoked acrisis in the relation between institutions and citizens and badconsequences on the efficiency of the administrative apparatus and theeconomic life of the countrv.
