摘要

The Party Central Committee with Xi Jinping at its core emphasizes that “governing borders is a must to govern a country;and governing borders must stabilize Tibet first.” In the developm ent of dem ocracy and reform in Tibet over six decades, Tibet’s progress and stability benefit Tibetan people. The 18th Congress' high attention to Tibetan affairs and to all ethnic groups aligns with the dream of national rejuvenation. Since the 18th Congress, work conferences focus on ethnic affairs, united front, religions in China, an anti-poverty campaign in impoverished areas, and eco-protection. In 2015 a re-emphasis on boosting Tibetan econ om ic grow th, social progress and stability meant that the State Council subsequently launched 189 construction projects worth RM B657 billion.
