The results of the assessment of College Students'English Reading Comprehension Scale based on the Chinese English Competence Scale show that the assessment of language competence scale can diagnose English teaching and learning in Higher Vocational colleges. In order to construct the scale of Chinese college students'ability to speak and act in English, we should ensure the universality, representativeness and authority of the source of descriptive language and the accuracy, clarity, conciseness,independence and affirmation of descriptive language. Learners can also use the scale to self-evaluate and establish their own learning goals. At the same time, the learning time required for each stage is not the same. The learner should determine his own learning plan according to his own situation and the standard reference provided by the scale. Its ability grading reflects the correspondence between the English level of students in each scholastic school and the ability to describe the descriptors, and it is targeted and instructive for college English teaching. In order to continuously improve the learning effect of college English teaching.
