1.Background
Resilient city construction is an inevitable choice to deal with the impacts of global climate change and the increased non-traditional threats.Extreme weather phenomena,such as droughts and rain-storms,will take place more frequently in the world in the future due to the increasing influence of human activities on global warming.The National Climate Center and other research institutes argue that,by the end of the 21st century,extreme rainfall events will also become more frequent and intense in China's mainland compared with the past.At the same time,as the size of Chinese cities continues to grow,the urban operation and support system has become more complicated,and the traditional urban construction methods have been unable to adapt to the various non-traditional threats like global climate change,sudden outbreak of epidemics(such as SARS and COVID-19),and new technological disasters(such as nuclear leak),which greatly threatens the safe and sustainable development of cit-ies as well as the lives and health of citizens.
