On the"World Water Day" (March 22,2005) the United Nations began an "International Decade for Action: Water for Life" to focus the world's attention on water resources. "Water is essential for life", said the UN Secretary-General, Kofi Annanin, in an address prepared for the ceremony. "This is an urgent matter of human development and human dignity."
