According to the National Bureau of Statistics (NBS), China's gross domestic product grew at 10.9percent in the first half of this year.However, that was not enough for some local governments. A report by the State Development and Reform Commission,released on August 7, showed that the local economies on aggregate grew 12 percent in the same period. The difference flouted simple math.
