摘要

Since the 6th-round railway speed-up campaign,a large number of new technologies and equipment have been applied and put into operation,and the technical conditions and work standards have changed dramatically.It has appeared that there exists quite some inadaptability with respect to the current rules and regulations.Therefore,it is necessary to speed up the establishment and improvement of the guarantee system of rules and regulations,make the rules and regulations scientific and standardized,and focus on the integrated support of the system with classified management and required details at different levels so as to realize the combination of safety,efficiency and benefit.
