摘要

Cai Wending and his colleague Xie Changsheng have been living out of a suitcase for the past two months.The pair,managers at a coal-fired power plant in Hunan Province,have been staying in a modest three-star hotel in Jincheng,a small city in Shanxi Province.They are not the only long-term residents of the hotel.Numerous power plant officials have been drawn to Jincheng from across China,all for the same purpose-to buy coal.
