There was a time when the Qualified Domestic Institutional Investor program (QDII) was thought to be a cure for most of China's financial problems. The only way for Chinese citizens to invest abroad, it could temper the large amount of money flowing into China and lessen the intense volatility of the Chinese market, while its limitedness could protect against the possibility of investors fleeing China if the market turned sour.
