China's urbanization rate was 52％ in 2012 and is expected to reach 60％ by 2020.But at present,urban migrant rural workers counted as part of the urban population actually have dual identities and have not yet become full urban citizens.The difficulty of China's urbanization must be recognized Advancing the urbanization process requires canceling the disparity in the urban and rural household registration systems as soon as possible,for in the absence of the household registration system the rural population's transfer to cities and towns is a process of free choice.Slums and social inequality from urbanization that have appeared in some developing countries should be avoided The town's infrastructure construction must adhere to a step-by-step approach that advocates for progressive development in a proper sequence within our capability.Industrial agglomeration and development of the town should be promoted to provide stable employment opportunities for the labor force transferred from rural areas.Efforts should be made to control the urban commercial housing prices to form a healthy real estate market.The urban social security system should cover rural workers in cities in a step-by-step manner in order to adapt to the objective trends of population flow and actively push forward the social security fund transfer across regions.
