Service-oriented Industrial Structure:the Paradox of Proportion

摘要

The proportion of service industry in sectors that boast higher per capita income and more advanced economy in China is comparatively low.This is an issue for which no clear theoretical explanation has been given.As a matter of fact,the evolvement rule of the proportion of service industry is applicable only to economic analysis at the national and metropolitan level;it is not suitable for the structural adjustment of a non-metropolitan region where the economy is incomplete and lacks independence,especially not for structural adjustment of certain administrative divisions in a province.Besides the factor of income,the active involvement of more developed areas in global intra-product specialization,namely taking manufacturing outsourcing from the global market,makes the global manufacturing market the driver of sustained increase of the proportion of manufacturing in these areas.Meanwhile,however,the service industry in these areas has not become globalized;its development receives support mainly from the local market.To measure the level of economic modernization of an area with the proportion of the tertiary industry is not feasible.The future strategy and policies for the development of a modern service industry in developed areas must be based on the features of global intraproduct specialization and the national strategy of expanding domestic demand to explore a brand-new concept of development.
