摘要

The content of regional public culture related laws have gradually deepened and expanded since the first public cultural related law was enacted.The content covers the construction of facilities,service supply,funding and talent team construction,management system,social forces to participate in the development and so on,and there are many breakthroughs in the system.In order to gradually carry out the legal and systematic development of public libraries,some breakthroughs in the future should be concentrated on:making policy of the interaction between urban and rural areas for the public library’s central-branch system,establishing demand investigation and survey policies and increasing the intensity of resource distribution,paying attention to the continuous training of all kinds of library practitioners and practicing the policy of card mount guard,setting up special funds and the corresponding system for public library development,improving the performance evaluation system to make all the indicators lawfully enforceable.
