Implications of providing social capitals access to infrastructures against the background of the current economic state and reform trends in China Recently,the Chinese government's encouragement of social capitals to invest in infrastructure has raised many eye brows.In reality,however,it is actually a form of the so-called PPP (public-private partnership) mode of cooperation between social capitals and the central government in the infrastructure domain.
